Paris Club Refund: EFCC indicts Saraki, aides for allegedly laundering over N3.5 billion

The Economic and Financial Crimes Commission has furnished President Muhammadu Buhari with details of how the President of the Nigerian Senate, Bukola Saraki, and his aides allegedly laundered up to N3.5 billion from the Paris Club loan refund, PREMIUM TIMES reported.
The report, compiled by detectives in the anti-graft agency, followed months of investigation, and was submitted to the president on March 10, 2017, days before the senate rejected his nomination a second time, insiders at the presidency told this medium.
In the report by PREMIUM TIMES, the EFCC narrated how Mr. Saraki, using his deputy chief of staff and other aides, laundered N3.5 billion that he allegedly received from the Paris Club loan refund to state governors.
The manner the Paris Club loan refund was spent by public officials has been a subject of nationwide controversy for several weeks, with EFCC hinting at some point that an investigation was underway.
But the governors pushed back against the allegations, describing the EFCC’s probe of the fund as “unwarranted attack on the Nigeria Governors’ Forum, its officials and associated entities.”
But in its report to the president, the EFCC detailed how Mr. Saraki, in 2016, introduced Gbenga Makanjuola, a former lawmaker who now serves as his deputy chief of staff, to Kathleen Erhimu, an Access Bank staff.
The EFCC identified Ms. Erhimu as Mr. Saraki’s relationship manager at Access Bank.
Mr. Makanjuola would later work with Robert Mbonu, a former managing director of Heritage Bank, whose firm, Melrose General Services Limited, was said to have served as consultant to the Nigerian Governors’ Forum.
In its March 10 correspondence, our sources said, the EFCC informed President Buhari that Mr. Mbonu received N3.5 billion in mid-December 2016, part of which was later transferred to accounts and persons linked to the senate president.
“A prima facie case of conspiracy to retain the proceeds of unlawful activities and money laundering contrary to Sections 15(3) and 18(9) of the Money Laundering Prohibition Act 2004 can be established against the aforementioned suspects,” the EFCC told Mr. Buhari in the report.
“Additionally, investigation into their personal accounts is ongoing.”
The report could further complicate things for Mr. Saraki, who is already standing trial on separate charges of false declaration of assets since 2015.
Yusuf Olaniyonu, a spokesperson for Mr. Saraki, in his response said the allegations were false and were Mr. Magu’s way of fighting back after he was denied confirmation by the Senate. But the report was forwarded to the president on March 10, while the Senate rejected Mr. Magu’s nomination on March 15.
Mr. Makanjuola, did not respond to requests for comments.
The EFCC spokesperson, Wilson Uwujaren, did not respond to requests for comments either.

“Mr. Robert Mbonu is alleged to have received the sum of N3.5billion into his company’s account(Melrose General Services Limited) from the NGF through Account 0005892453 domiciled in Access Bank.
“Investigation revealed that one Kathleen Erhimu is the Relationship Manager to Dr. Bukola Saraki’s account with Access Bank.
“That Saraki at a meeting introduced one Joseph Oladapo Idowu and Gbenga Peter Makanjuola to her and Hon. Makanjuola thereafter introduced Mr. Robert Mbonu to Ms Kathleen Erhimu.
“That Mbonu operates an account, Melrose General Services with Access Bank Plc 0005892453 and 0005653500 which was up till 13th December a business account.
“That Halima Kyari, the Head of Private Banking Group stated in a letter dated 13th December 2016, Mr. Robert Mbonu requested a transfer of Melrose General Services Company account from Business Account to a Private Banking Group Platform as he was expecting huge funds into the account.
“Subsequently, on the 14th December, the sum of N3.5 billion was lodged into Melrose General Services Company account number 0005892453 domiciled in Access Bank from the Nigerian Governors Forum (NGF).
“That thereafter Mr. Obiora Amobi and Hon. Gbenga Makanjuola were introduced to Access Bank as representatives of Melrose General Services Limited by Robert Mbonu to enable them cash withdrawals from the account.
“That Mr. Obiora Amobi and Gbenga Makanjuola made cash withdrawals of various tranches of N5million and N10million.
“That one Oluyemi Braithwaite, the MD/ CEO of Reinex Bureau de Change, Caddington Capital Limited and Westgate Limited also manages a BDC stated to have known Mbonu as a client and he requested for dollars in exchange for the Naira equivalent which were to be handed over to one Mr. Gbenga in Abuja.
“That Ms Oluyemi Braithwaite contacted one Hassan Dantani Abubakar, the owner of Hamma Procurement Limited, Ashrab Nigeria Limited and Insoire Solar Application to make available the dollars based on the Naira equivalent as transferred from Robert Mbonu who she had introduced via phone to Hassan Dantani.
“That on 16th December 2016, Melrose General Services transferred the sum of N246million to Hamma Procurement First Bank Accouny No. 2030756168 in exchange for the sum of $500,000 which was handed to one Mr. Gbenga in Abuja who acknowledged receipt of the same amount.
“That on the 21st Dec 2016, Ms Oluyemi Braithwaite contacted Hassan Dantani Abubakar requesting for another transaction of $370,000. Melrose General Services Company transferred the sum of N181m to Inspire Solar Application. The $370,000 was handed over to one Mr. Dapo in Abuja
“That on the 4th of January 2017, Mbonu through Melrose General Services Company transferred the sum of N248, 500,000 to Caddington Capital Limited belonging to Ms Oluyemi Braithwaite who transferred same to Hassan Dantani Abubakar’s FCMB account, Ashrab Nigeria Limited for the sum of $500,000. The dollar equivalent was handed over to Mr. Kolawole Shittu in Abuja
“That on the 10th of January 2017, Mr. Robert Mbonu through Melrose General Services Company transferred the sum of N99,820,000 to Caddington Capital Limited belonging to Ms. Oluyemi Braithwaite who transferred same to Hassan Dantani Abubakar’s FCMB Ashrab Nigeria Limited for the sum of $200,000. The dollar equivalent was handed over to one Mr. Peter in Abuja.
“That on the 19th December, there was a cash withdrawal of the sum of N50 million from Melrose General Services account via cheque by Hon. Gbenga Peter Makanjuola.
“Also, the sum of $1,570,000 was received by the trio of Mr. Gbenga Peter Makanjuola, Mr. Kolawole Shittu and Mr. Oladapo Joseph Idowu at various times and locations at Abuja FCT.
“That on the 29th December, 2016, Mr. Robert Mbonu called Mrs. Kathleen Erhimu of Access Bank requesting her to source for a customer that would have the sum of $500,000 in exchange for the Naira equivalent. She introduced Mr. Robert Mbonu to Acarast Commercial Limited and Capital Field Investment to help him source for dollars.
“That on the 21st December 2016, GCA Energy Limited paid the sum of $25,000 to Asterio Energy Services Limited which subsequently transferred the sum of $23,200 to Cactus Communication Limited account with Access Bank.
“The MD of Sought-After International Synergy Limited, Julius Okedele stated that Mr. Kelechi Edomobi of Acarast Commercial Enterprises contacted him and requested to purchase dollars after the transfer of N73,950,000 to Sought-After International Synergy Limited. Mr. Edomobi gave him the account number of Cactus Communication Limited Access Bank as the nominated account to receive the dollar equivalent of the sum of $149,000.
“Investigation further confirmed that Cactus Communication Limited is owned and operated by Joseph Oladapo Idowu, an aide to Bukola Saraki.
“That Mr. Kelechi Edomobi also transferred the sum of N1m on the 15th of January 2017 to Joseph Oladapo Idowu’s personal account number 0001679877 with Access Bank Plc.
“That Asterio Energy Services Limited on 21st and 22nd December 2016 transferred $100,000 and $85,000 to Bhaskar Devji Jewellers LLC in Dubai respectively the same company that Dr. Bukola Saraki repeatedly made transfer to from his Black Card Account.
“That Cactus Communication Limited on 30th December 2016 paid the sum of $59,,660.67 to Bhaskar Devji Jewellers LLC in Dubai .
“That Asterio Energy Services Limited on 20/1/2917, 30/1/2017 and 31/1/2017 transferred $46,000, $39,000 and $37,620 respectively to Cactus Communication Limited
“Based on the foregoing findings, it is clear that Robert Mbonu, the Managing Director of Melrose General Services Company and his company were used to help divert proceeds of unlawful activities under the guise of payment for contractual obligations with the Nigerian Governors Forum ( NGF).
“Suffice to apprise that all payments received by Melrose General Services Company from the NGF have hitherto been diverted directly via cash withdrawals and indirectly through transfers by Hon. Gbenga Peter Makanjuola, Kolawole Shittu and Oladapo Joseph Idowu who are principal aides of the Senate President.
“Furthermore, other payments from Melrose General Services Company has also been linked to companies that Dr. Bukola Saraki has interest in and carry out transactions with.
“This includes the sum of $183,000 which was transferred to Bhaska Devji Jewellers, Dubai, a company Dr. Bukola Saraki had repeatedly made payments to.
“Also, the sum of N200million was transferred to Wasp Networks Limited that subsequently transferred the sum of N170million to Xtract Energy Services Limited, a company that routinely made deposits into Dr. Bukola ‘s Access Bank United States Domicilliary Account.
“Mr. Bosun Ottun, the Managing Director of Xtract Energy Services, a company that deals in forex trading confirmed that Wasp Networks Limited transferred N170,000,00 on January 16, 2017, to Xtract Energy Services Ltd.’s FCMB account for the purchase of $350,000 which he later transferred into Wasp Networks Stanbic IBTC Bank United States Dollar domiciliary account.
“That Wasp Networks has returned to the Economic and Financial Crimes Commission recovered funds the sum of N200,000,000 paid to the company by Mr. Robert Mbonu.
“That Mr. Robert Mbonu through Melrose General Services Company paid N20,000,000 to Thebe Wellness Services.
“That Dr. Richardson A. Ajayi, the Managing Director of Thebe Wellness Services confirmed that N20,000,000 from Melrose General Services was a loan from Mr. Robert Mbonu which was to be used as an investment in the Thebe Wellness Services.
“That Thebe Wellness Services has returned to the Economic and Financial Crimes Commission recovered funds the sum of N20,000,000 paid to the company by Mr. Robert Mbonu.
“Investigation also revealed that Acarast Commercial Enterprises was operated and owned by one Mr. Kelechi Edmobi who equally owned the following companies: Edmonton Commercial Services, Arcadian Energy Services Limited, Asterio Energy Services Limited.
“That Kelechi Edmobi uses the companies listed in xxxi above for foreign exchange transactions and bureau de change services.
“That Acarast Commercial received the sum of N92, 685, 000 from Melrose General Services on December 20, 2016 and paid the sum of N12, 000,000 to GCA Energy Limited, the sum of N73, 950,000 to Sought-After International Synergy Ltd. and N9, 500,000 to Vertice Solution Limited.
“$1, 570, 000 was also received from various Bureau de Change operators by the trio of Gbenga Peter Makanjuola, Mr. Kolawole Shittu, Mr. Oladapo Joseph at various locations at Abuja, FCT.
“That on December 29, 2016, Mr. Robert Mbonu called Mrs. Kathleen Erhimu of Access Bank requesting her to source for a customer that could have the sum of $500,000 USD in exchange for the naira equivalent. She introduced Mr. Robert Mbonu to Acarast Commercial Limited and Capital Field Investment Limited to help him source for the dollars.
“That Melrose General Services Company Limited through their Access Bank account transferred the sum of N248, 750,000 to Capital Field Investment Limited in exchange for a $500,000 USD which was later transferred by Capital Field Investment Limited to Mr. Michael Prest of Petrodel Resources Nevis Limited United States dollars domiciliary account in Lloyds Bank, United Kingdom.
“That Mr. Robert Mbonu stated that he transferred the funds to Mr. Michael Prest for him to bid for products which would be refunded if he was successful in the bid of crude oil product and there was no contractual agreement entered into by both parties. However, Mr. Michael Prest is a close friend to Dr. Bukola Saraki.
“That Mr. Robert Mbonu through Melrose General Services Company Limited Access Bank Account transferred N92, 685,000 to Acarast Communication Limited in exchange for a $183,000 USD which was later transferred to Bhaskar Devji Jewellers in Dubai for purchase of jewelleries.
“However, investigation revealed that Dr. Bukola Saraki from his United States dollars domiciliary black card account number: 0058931185 with Access Bank transferred the sum of $19,649.44 USD, $2, 817.86 USD and $19,725.02 USD on 23/09/13. 16/12/14 and 16/12/14, respectively, to Bhaskar Devji Jewellers in Dubai.
“That Mr. Robert Mbonu has not taken delivery of the jewelleries and couldn’t provide a date when the jewelleries he paid for would be delivered.
“That Mr. Robert Mbonu through Melrose General Services Company Limited Access Bank account transferred the sum of N200,000,000 to Wasp Networks Limited’s Stanbic IBTC Bank on January 11, 2017 for a purported investment in the company.
“That Wasp Networks Limited transferred the sum of N170,000,000 on January 16, 2017 to Xtract Energy Services Ltd.’s FCMB account.
“Investigations further revealed that prior to this transaction in xxii above, Xtract Energy Services Ltd. routinely made deposits into Dr. Bukola Saraki Access Bank United States dollar domiciliary account number: 0059429296 as follows: September 17, 2013, the sum of $80, 235.00, September 12, 2014, the sum of $96,930.00, November 18, 2014, the sum of $99,918.50 and December 19, 2014, the sum of $49,965, respectively.
“That Bosun Ottun further stated deposits into Dr. Bukola Saraki Access Bank United States Domiciliary Account Number: 0059429296 as follows: September 17, 2013, the sum of $80, 235.00, September 12, 2014, the sum of $96,930.00, November 18, 2014, the sum of $99,918.50 and December 19, 2014, the sum of $49,965 were brought to his company by Mr. Tunde Morakinyo who claimed that the funds were payments into Dr. Bukola Saraki’s card account.
“That as the above mentioned lodgments in xxiv are made from Xtract Energy Services into Dr. Bukola Saraki’s Access Bank United States dollar domiciliary account number: 0059429296, the proceeds were subsequently transferred to Dr. Bukola Saraki’s black card account number: 0058931185 for his bill settlement.
“A prima facie case of conspiracy to retain the proceeds of unlawful activities and money laundering contrary to Sections 15(3) and 18(9) of the Money Laundering Prohibition Act 2004 can be established against the aforementioned suspects.
“Additionally, investigation into their personal accounts is ongoing.”
It is Mere Mudslinging Campaign, Says Saraki’s Aide
“Our attention has been drawn to the circulation of a report I the media said to have been leaked by the Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu to some journalists where he made several allegations against Senate President, Dr. Abubakar Bukola Saraki, as it concerns the payment of the Paris Club Fund refund to the Nigerian Governors Forum (NGF).
“Let us first state that these allegations are not new. The EFCC had from the onset of its investigation into the Paris Club refund made attempts to drag in the name of Dr. Saraki and we have promptly denied any such involvement of the Senate President. In fact, the EFCC itself came out to deny the report as it then said it had nothing to indict the Senate President. The anti-graft agency said the investigation was still on-going then.  Yet, as at that time it had all these information it is now dishing out.
“It is obvious that at this point when Mr. Magu believes the Senate President should be blamed for his failure to secure confirmation as Chairman of EFCC by the Senate, he would want to fight back by cooking up reports and masterminding its leakage.  We maintain our stand that Dr. Saraki has no direct or indirect link to the distribution of the NGF money. No money from the Paris Club refund was paid to Dr. Saraki.
“In addressing the specifics of the allegation in the reports as we gathered from the press, EFCC believe that since the Senate President has worked in the same organisation with Mr. Robert Mbonu before, whatever transaction he is involved in should be linked to the Senate President in this era of mud-slinging and much-raking. We would like to say that Mr. Mbonu is not representing Mr. Saraki in any transaction he does with the NGF and no money from his company, Melrose, in his dealing with Nigeria Governors Forum came to Dr. Saraki either directly or indirectly. And if the EFCC has any information to the contrary, we challenge them to make it public.
“We state categorically that no aide of the Senate President acted on Saraki’s behalf in whatever they do with Mr. Mbonu.
“Again, If Melrose paid any money to a jeweller or any shop,  that has nothing to do with the Senate President. We believe Melrose must have the necessary documentation in support of their transaction and we are sure the EFCC is aware of all these.
“In the same vein, if Melrose chose to invest in another company, that decision has nothing to do with the Senate President and the act of drawing a link between Mbonu and Saraki can at best be only pure mischief.
“At this point, it should be noted that Xtract Energy Services Limited is a well known foreign exchange dealer with almost 15 years of existence in the market and the company is widely known to do business with many organisations in the country.  The last time the Senate President patronised the company was on December 19, 2014 and we challenge Mr. Magu and the EFCC to prove that the Senate President transacted any form of business with the foreign exchange dealer in the period of the payment of the Paris Club refund.

“We call on members of the public to view this concocted and leaked report as Mr. Magu’s form of fighting back. The report has no truth in it. It should be noted that the Senate President was not behind Magu’s failure to get confirmation from the Senate. That was democracy in action. Dr. Saraki is merely a presiding officer and first among equals. Dr. Saraki did not in any way interfere with the confirmation process.”

Soaring US production oil prices falls

Oil prices fell on Monday as rising U.S. drilling activity outweighed talks that an OPEC-led production cut initially due to end in mid-2017 may be extended.
Benchmark Brent crude futures  eased 22 cents, or 0.4 percent, from their last close to $50.58 per barrel by 0527 GMT.
In the United States, West Texas Intermediate (WTI) crude futures were down 32 cents, or 0.7 percent, at $47.65 a barrel.
Traders said that prices received some support from talks over the weekend between the Organization of the Petroleum Exporting Countries (OPEC) and other producers aimed at extending a production cut beyond the middle of the year in order to prop up the market.
“OPEC and non-OPEC decided to get ahead of the game this weekend, announcing they are reviewing whether the output curb deal should be extended,” said Jeffrey Halley of futures brokerage OANDA in Singapore, adding that this had given crude some support.
But any OPEC-led cuts have been offset by rising drilling activity and oil production in the United States, which traders said contributed to financial traders reducing their long positions in crude futures to the lowest level since early December.
“The U.S. oil rig count continued its surge … Since its trough on May 27, 2016, producers have added 336 oil rigs (+106 percent) in the U.S.,” Goldman Sachs said in a note.
Since mid-2016, U.S. oil production has risen by 700,000 bpd, or 8.3 percent, to 9.13 million bpd, government data shows.
The U.S. bank said that should the rig count stay at current levels and the impact of previously closed rigs returning to production was considered, then U.S. oil production would rise by 235,000 bpd between the fourth quarter of 2016 and the first half of 2017.
Because of soaring U.S. output and the cuts by OPEC, the discount of U.S. WTI crude prices to international Brent crude  has grown to over $2.90 per barrel, heading for its widest close since late 2015, encouraging more sales of U.S. oil to Asia to replace cuts in Middle East production.
Despite the ongoing fuel supply overhang and rising U.S. shale output, Goldman Sachs said that global oil markets were slowly rebalancing, largely due to strong demand growth.
“While the shale production rebound has surprised to the upside, it will be offset in our view by the high compliance to the production cuts through and most importantly, strong demand levels,” the bank said.
“We believe that the rebalancing of the oil market is in fact making progress,” it said, adding that an OPEC-led extension of the production cut was therefore not needed. NAN

The Unfortunate and Unthinkable Ides of March! (Benue Attacks)

It is my Ides of March! And the resurgence of Fulani herdsmen attack in Benue State in the month of March after a brief moment of respite is reprehensible and ominous. I vicariously feel the sharp knives that stabbed Julius Ceasar in the March of 44 BC equally in my back.

I spellbound, behold the graphic pictures of the Buruku massacre on the Internet. They are too horrendous to behold, and too pathetic to ignore. I have asked myself how much longer Nigeria can bear this awesome evil of hate crimes perpetrated by the world’s 4th most dreaded terrorist group before the country collapses, keels over and plunges into the abyss; a totally failed state ruled by warlords! Failed states are unable to provide the cardinal responsibility of state to protect life and property of citizens. According to the Failed States Index of the Fund for Peace, Nigeria is perilously hanging there as number 14 alongside Somalia, Chad, Zimbabwe, the Democratic Republic of the Congo, Sudan etc.

We live in a fast changing world, which needs leaders to pull their necks out of the sands of the past and make sense of the privilege God has given them today to nourish and nurture our vulnerable peoples. I had on 30th July 2016, written a private letter to President Buhari intimating him of the existence of an on going incremental genocide taking place in the Benue-Plateau axis since he came to power. I warned the president in the letter of a greater and imminent genocide through most of Benue valley and southern Kaduna, which I designated as the genocide belt. I received assurances and acknowledgement from Aso Rock! But recent events convinced me that the uber-genocide of catastrophic proportion is imminent unless the nation wakes up from slumber and regress from denial. I needed to again contact Mr. President, who thankfully has been healed by God to resume his command.
But just as I was getting ready to write a polite reminder to Mr. President that his assurances might just be a little too late and way too little, the Unfortunate happened. A cowardly militia viciously and brutally attacked Zaki-Biam town, the resilient icon of a genocide committed by a government against its people. Scores of people were left dead and others bleeding in the centre of the World’s biggest yam market. That was it for me- the unfortunate! Zaki-Biam is the core of Nigeria’s food security. The terrorists have now struck at Nigeria’s jugular vein. I contacted the Governor of Benue State and the Tor Tiv and prayed with them for God’s wisdom to resolve this new local and national threat!
On the March 24, 2017 my ancestral home, Kasar City, Shitile in Katsina-ala local Government was attacked and homes burnt down. The pogrom started about 8pm Nigeria time and 2pm US time where I live. I received a call from Kasar that my home was under attack! I could hear cries and gunshots as the caller, Ierkwagh Gbuusu Kajo, himself was scampering to safety. I ran with my people and in the night we did not care to know where we were going except that we wanted as far away from Kasar City as possible. From their frightened voices I beheld the flames raze down my kinsmen’s only roofs over their heads. They did not know what had happened or why Kasar City was under attack. I was equally perplexed because Kasar City is not known for having a resident militia nor known for belligerence. Yet by the time of the attack the whole city was evacuated leaving two die hard spiritual leaders. Rev. Dr. Paul Akaa; of the NKST and the Catholic; Priest Father Elijah Tarhe. These two are in my mind, two of the very best of the Church leadership. They still wield sufficient moral authority to be the conscience of the community when many others have acquiesced to compromise their faith and calling for power and wealth.
Both Zaki-Biam and Kasar City are deeply etched in my soul. They were there in my infancy and while Kasar provided me the deep grounding in Tiv consciousness and culture, Zaki-Biam provided me a new breeding in the Christian faith and an introduction to American elementary and primary school education. Kasar was my autocratic father but Zaki-Biam my nourishing mother. How could my mother so brutally attack my father? I have tried to gather pieces of information from my kinsmen who are bracing themselves for further attacks. They refuse to be consoled nor be persuaded to leave the bush tracks where they are hiding with the aged, women and children. My nephew Akpoo and his wife with their one-week-old baby twins are not left behind. They are roaming the bush with the remnants of cows and cowherds. When I assured them that the army was coming for their protection they reminded me that the same army had driven to Kasar four months ago and headed to my cousin Andy Kpurkpur a retired academic, a veritable man of peace and burnt and totally destroyed his home where his aged 90 year mother lives. The destitute citizens of Kasar City are persevering under heart-breaking conditions with nothing! For the past nine months or so, the Nigerian Army, the Police, and all the security services have been looking for “Ghana” a local bandit who has become a legend and folk hero, an enigmatic version of Dedan Kimathi. The Shitile are mortally Afraid of him, as he ruthlessly kills whomsoever he wishes and disappears without a trace. Many at risk youth call him their Commander and bear arms for him. The Shitile on the other hand are stigmatized and vilified by unstable minds in Benue State who blame the Shitile for Ghana’s invincibility. This is a story for another day!
At the meeting called by Governor Ortom at Zaki-Biam after the attack, a newly minted 1st class chief without seeking for any proof told my Ukum people that it was my Shitile people that attacked the yam market and they shouldn’t behave like women, their youth should swiftly retaliate. Hence the double jeopardy I am in. He didn’t stop there he sang the Tiv war song urging the Ukum to an inevitable war. This is my Ides of March. It feels bad that the leaders are stoking an alarming level of fear and anxiety among the poor who are victims of violence and hate. I ponder at the shocking level of ignorance and angst of the traditional leader whose notorious hate speeches and rhetoric only recycle wars. We are creating a savage orbiting cycle of violence that seems to permanently turn on its axis. But all is well. Indeed very well! For in the end the oppressors like the victims are ultimately vanquished by their own mortality.
The lessons I have learnt from my Ides of March experience are many. I have learnt that we the leadership must cast aside political differences and save Nigeria from total collapse. Without an enduring ideology our politicians sleep dressed in the pajamas of one party and wake up in another party’s pajamas. We the elite must protect our people from the evils of blind hatred and bigotry. These wars and conflicts cannot be justified under any metric, because everyone loses. We are all defeated for our failure to learn to live with each other without the need of killing each other’s children and burning down their homes and foodstuff.
I have learnt that recycled politicians make bad traditional leaders. This type believes that it is unmanly to be reasonable and seek for the truth. They give in to contagion rather than the dangers of preventing further attacks, and give vent to political perversity and demagoguery. They import from politics recrudesces of vile temper and violence. They are emotionally unhealthy and lack the courage to own up to their mistakes. Instead of critical thinking, ethical reasoning and effective participation they relish injustice, are excessive in revenge seeking, are audacious and successful liars and become increasingly self important and pompous. A traditional leader who cannot solve conflicts without instigating combatants to greater combat lacks basic wisdom. He is like a bird without wings. He is useless as a traditional leader. Such toxic leaders degenerate into Ad hominem attacks on others instead of working through challenges on why things happen and why certain individuals choose to follow certain courses.
I have learnt by study, practice and experience that without peace we can do nothing. Ronald Reagan said “ peace is not the absence of conflict rather it is the ability to handle conflict by peaceful means”. This is the point I seek to make too. We need leaders who are slow to judge, and slow to anger to manage our problems in a world where change is swirling events faster than we can imagine.

I commend Governor Ortom who discountenanced the aberrant 1st class chief’s Shitile degradation and his irritable sneering at the Shitile and goading the Ukum to strike! The Governor is sensitive to know that bad practices are eradicated only when they come in conflict with honour. He knows that a state dedicated to the grace of God cannot function properly when the sons of the devil predominate leadership. This is the import of Romans: 8vs. 19 that “The earnest expectations of the creature is for the manifestations of the sons of God”, to heal a hurting and conflicted world.
While I nurse the wounds on my back from the Ides of March, I have the confidence that Nigeria will rise up a great country and draw energy from the heavy reserves of good people who are spectators now but who must now rise up from their stupor and lend a hand to build peace in Nigeria so that we can face our challenges of nation building with greater confidence. If I have failed to arouse you then I have no doubt Pope Francis’ words will inspire you to work for peace in your community. He said, “ Just as goodness tends to spread, the toleration of evil which is injustice tends to expand its baneful influence and quietly undermines any political and social system no matter how solid it may appear.” Let us all get rid of the Unfortunate and the Unthinkable from Nigeria!
Let us search for peace and shun violence in whatever form.

Buhari nominates 27 INEC Electoral Commissioners (FULL LIST)

President Muhammadu Buhari has nominated 27 persons as Resident Electoral Commissioners, RECs, of the Independent National Electoral Commission, INEC.
Senate President Bukola Saraki on Thursday read a letter from the presidency requesting the confirmation of the 27 nominees in compliance with the provision of the section 14(3)(a) of the Third Schedule to the 1999 Constitution.
The letter, seen by PREMIUM TIMES, was dated February 27 and signed by Vice-president Yemi Osinbajo at the time he was acting on President Muhammadu Buhari’s behalf.
But the letter was at the office of Mr. Saraki on Tuesday, February 21.
Since March 4, 33 states have been without RECs, who head the operations of the Independent National Electoral Commission at sub-national units, the commission confirmed.
Therefore, even when the 27 nominees are confirmed, six states will still not have RECs.

FG approves second Niger bridge, 12 federal roads for reconstruction

The Federal Executive Council (FEC) on Wednesday approved N80 billion for the reconstruction of 12 federal roads across the country.
The Minister of Power, Works and Housing, Mr Babatunde Fashola, disclosed this at the end of the Federal Executive Council (FEC) meeting presided by President Muhammadu Buhari.
“The first is the approval for the Engineering and Consultancy design for access roads 1 and 2 ‎to link Asaba in Delta State and Onitsha in Anambra State to the Second Niger Bridge project.
“Subsequent to the award of further works of the Second Niger Bridge we have started work now by this approval on the design of the link road that will connect the two states to the bridge.
“The design is expected to be completed in six months and we will start procurement and as the bridge advances we can then connect the two states. The contract sum is N150,840,000,’’ he said.
He said the other road projects approved across the states included the Numan, Jalingo roads connecting Adamawa‎ and Taraba states and the replacement of bridges at Mayanchi along Gusau-Sokoto road in Zamfara states.
According to the Minister, other roads approved for reconstruction by the council are in Bauchi, Plateau, Osun, Kwara, Oyo, Enugu, Kaduna and Kano.
Fashola disclosed that the council also approved the Power Sector Recovery Programme aimed at improving electricity in the country.
“It’s a programme that comprises many policy actions, operational and financial interventions that needs to be carried out by government to improve transparency, service delivery, performance of DISCOS, Transmissions companies, the entire value change in order to create more viable power sector that is private sector driven.’’
He said the council also approved the extension of the consultancy and project management contract for the Katsina Wind Energy Farm project.
The minister revealed that the extension was necessitated by challenges faced in the course of executing the project that was awarded in 2010 and expected to be completed in 2013.
“The expatriate implementing the project was kidnapped and when he was eventually rescued he never came back and that delayed the project. But we have revived the project; a new contracting team is back on site.
“The contract of the consultants representing us has expired and so we are extending his contract to cover new period of completion,’’ he said.
Similarly, FCT Minister Musa Bello revealed that the council approved three key infrastructure projects for the territory.
Bello stated that the approved projects included the procurement of 12 sets of train coaches to be used on the completed Lot 3 rail tracks.
He said Lot 3 will start from Abuja metro station through the Stadium, National Park, Ring Road 11 station, Idu station and will terminate at the airport.
He said the council  awarded contract for Phase 2 of the Abuja Mass Transit Lot 1B (26.77km) which is from Ring Road I, passing through Area 10 beside Wuse Market, Berger Junction, Jabi Motor Park, through Life Camp to Gwagwa.
According to him, the contract included the completion of the remaining part of Lot 1A (5.76km); Rolling stocks; workshop equipment and the three years Management contract.
He said the contract that was awarded to CCECC is funded by EXIM Bank at the cost of 1.79 billion dollars.
Bello said the council also approved contract for the continuation of infrastructural development of Jahi District at the cost of N19.473 billion
He said the council approved N2.4 billion for the construction of 3.5 kilometres road to link Ring Road III to Wasa Junction with Karshi -Ara-Apo Road in the FCT. NAN

Naira now exchanges at N400 to a dollar

The Naira on Thursday was sold at N400 to a dollar at the parallel Market, the News Agency of Nigeria (NAN) reports.
The Nigerian currency gained N10 to close at N400, from N410 posted on Wednesday, while the Pound Sterling and the Euro traded at N500 and N430 respectively.
At the Bureau De Change (BDC) window, the Naira closed at N400, while the Pound Sterling and the Euro traded at N530 and N465 respectively.
Trading at the interbank market saw the Naira weaker at N308.00 from N307.75 recorded on Wednesday.
Currency traders expressed the hope that the continuous appreciation of the Naira would affect the economy positively.
Meanwhile, the Association of Bureau De Change Operators of Nigeria (ABCON) has urged the Central Bank of Nigeria (CBN) to loosen its policies on foreign direct inflow and Diaspora remittances as part of efforts at rate convergence.
ABCON President, Alhaji Aminu Gwadabe said that recent development in the FOREX market had made it important for the CBN to review the rate at which it sells FOREX to BDCs.
Gwadabe explained that a fair playing ground for all operators at the FOREX market was needed for the CBN to achieve its goal for rate convergence at the market.

Mr. Khaleel Umar Al-Makura, the son of Nasarawa state governor Umar Al-Makura, has been arrested over the killing of a student of Government Secondary School, Lafia.
The killing of a Ovye Amos in a road accident on Monday night had sparked a protest in the school.
The students took to the streets on Tuesday carrying placards with various inscriptions demanding justice for the killing Amos, a Junior Secondary School two student.
The police, officers of the Nigeria Security Civil Defence Corps, teachers and government officials intervened to calm the students.
The governor’s son was reported to have hit the deceased with a car, Channels TV reported.
Addressing the students at the school parade ground, the Nasarawa state Commissioner for Education, Aliyu Tijjani, said that government had taken measures to ensuring that the person that perpetrated this killing was brought to book.
“He has already been arrested.
“I want to express my profound dismay and sadness over what happened here yesterday. It is unfortunate, very very unfortunate.’’
The school Head Boy, Goodluck Agwu, had explained that Amos was hit by the car driven by Khaleed when he went out to buy batteries for his flashlight at 8:00pm.
The students who were not satisfied with the explanation of the commissioner continued their protest, but the police were deployed to calm them.
The police explained that they were investigating the case.
The area commander of Lafia area office, Mr. Maikudi Shehu, assured the students that they would be briefed on the development.
“It is a painful thing, we sympathise and empathise with you and we assure you that investigation is ongoing and that particular culprit as we are speaking now is under detention in our custody”
“We will keep you informed of developments as they unfold,” he said. NAN

Senator Dino Melaye in ABU certificate controversy

Less than a week after Senator Dino Melaye alleged that he was about to be framed up by EFCC, report has emerged that the Kogi West representative did not graduate from department of Geography of the Ahmadu Bello University Zaria.
A popular online outfit, Sahara Reporters, said in a series of tweets that the Chairman of the Senate Committee on FCT, failed some courses while at the university.
In a quick response, the senator challenged the online outfit to sue him.
According to Sahara Reporters‏the examination Officers at ABU Zaria insists that Dino_Melaye never graduated from Geography.
“They said Dino’s name was not on graduation,” SR said on Monday.
The Examination officers stated that Melaye failed GENS 201, GEOG 307 (Long Field Trip Course), GEOG 404, GEOG 411 and GEOG 426, SR said in another tweet.
